| Jyoti Kumar Sinha is a Member of the National Disaster Management Authority (NDMA). Born on the 10th of November, 1946, he is a 1969 batch Bihar Cadre IPS Officer. He has served as Director General of the Central Reserve Police Force (CRPF; Feb 2004-Nov 2006) and Addl DG of the Indo-Tibetan Border Police (ITBP; Mar 2003-Feb 2004). During his 37 year career, JK Sinha has successfully handled assignments that represent the entire gamut of challenges for the police – serious communal situations, labour unrest, organized crime, the naxalite menace, natural and man-made disasters. His performance and his achievements have been recognized with the Police Medal for Meritorious Service and the Police Medal for Distinguished Service. The 1973 Railway strike, the 1979 communal riots in Jamshedpur, the contract labour strike at Tata Steel, student agitation particularly during the “JP Movement”, operations against the kidnapping gangs on the Indo-Nepal order, the “Chas Nala” disaster and the Howrah-Delhi Rajdhani accident – these are some of the notable assignments handled successfully by JK Sinha in Bihar. As Addl DG, ITBP, JK Sinha was directly involved with the setting up of the ITBP disaster management training center at Bhanu – from drafting the training programme to making the center operational. The ITBP team, trained at the center in Bhanu, responds to all natural calamities in the hills. As DG, CRPF, JK Sinha executed the largest ever expansion of the CRPF’s personnel and infrastructure. He also supervised the creation and training of 2 CRPF battalions as a National Disaster Response Force (NDRF) and laid the foundation for the CRPF disaster management training center at Latur. Under his leadership, the CRPF effectively combated terrorism in J&K and the North-East, peacefully conducted Amar Nath Yatra consecutively for three years under threat of Terror attack and natural disaster, fought left wing extremism in various parts of the country and foiled the attack on Ayodhya. The pan-India presence of CRPF means it is often the first force to be mobilized during natural disasters. CRPF was already present in the Andamans & Tamil Nadu when the Tsunami struck and the force responded immediately. As DG, CRPF, JK Sinha was directly involved in relief and rescue operations in the Tsunami-hit areas of Tamil Nadu & the Andamans, the snow Tsunami and earth quake in J&K, and the floods in Gujarat & Maharashtra. The Government of Maharashtra applauded the CRPF for the lives it saved and the role it played during the floods in the state.
