Over nearly 38 years, worked in diverse positions, at the District, State and National levels, including as the Chief Secretary to the Government of Andhra Pradesh and as Secretary (Agriculture & Co-operation) in the Ministry of Agriculture, Government of India. Served, in the State, in different sectors such as Commercial Taxes, Handlooms & Textiles, Urban Land Ceiling, Fisheries, Excise, Civil Supplies, Agriculture, Finance & Planning and as Secretary to the Chief Minister and Secretary to the Governor at the State level. Was also the first officer from the IAS to be Secretary to the Vice President of the India (for 2 years during the tenure of Justice M. Hidyatullah, the then Vice President). Acquired valuable insight into, and knowledge of, the working of the systems in Parliament. Also served, in the Central Government as a Joint, Additional and Special Secretary in the Ministries of Rural Development and Agriculture, dealing closely with the subjects of Land Resources ( in Rural development), and Disaster Management in Agriculture ( including a stint as the National Relief Commissioner as the post was then known).

Was, for two years and a half years been the Chief Secretary to the Government of Andhra Pradesh, a State whose administration is recognized as innovative and dynamic. Directly responsible for not only in policy analysis and formulation, but also implementation. Unlike in many other States, the Chief Secretary in Andhra Pradesh is directly responsible for the overall supervision and administration of Law and Order. Andhra Pradesh was the first State in India to formulate and publish a long term vision for growth - through the Vision 2020 Document, which includes a road map to achieve Millennium Development Goals (MDGs).

Have had rich and varied experience over the past twenty years, connected especially with the fields of Agriculture and Rural Development, including in many important positions in these areas, both at the State and at the Centre. During this period, as Principal Secretary (Agriculture), Government of Andhra Pradesh; Joint Secretary (International Co-operation), Ministry of Agriculture; Additional Secretary (Land Resources), Ministry of Rural Development; and Secretary (Agriculture & Co-operation), Ministry of Agriculture, was intimately involved with policy formulation and implementation particularly in Land Resources, Agriculture Credit, Agriculture Extension, Trade, etc.

Worked with foreign multi-lateral and international agencies such as Swedish International Development Agency (SIDA), Swiss Development Corporation (SDC), Department for International Development (DFID), Food and Agriculture Organisation (FAO), International Fund for Agricultural Development (IFAD), Japan International Corporation Agency (JICA), the Asian Development Bank and the World Bank. As member NDMA handling matters relating to Policy & Plans, Floods & Land Slides and Legal Issues.
