| Publications: | In addition to writing articles in major newspapers like Economic Times, Business Line, Indian Express etc., on matters concerning agriculture, food, nutrition, fertilizers and rural transformation, has also written papers for various UN agencies, World Bank, ADB, etc. His work on “Impact on Urguay Round on Global Spice Trade” was published by International Trade Centre (WTO), Geneva as a book. |
Experience: Has 38 years of experience in various responsible positions in the Government.
Prior to his appointment as Member, NDMA, worked as Chairman of a Committee of Secretaries to look at the Policy for optimizing fertilizer use in the context of emerging Food Security concerns and a new fertilizer policy.
Served as Secretary to Government of India, Department of Agriculture and Co-operation during September 2008 to February 2010.
As Secretary, Agriculture handled drought of 2009 effectively ensuring that India did not have to import food grains and also registered a positive growth in agriculture GDP.
Was appointed Food Secretary in Government of India in 2006 in the background of impending food shortage. Managed the food shortage effectively. This challenging assignment was managed successfully for over 2 years ensuring availability of food in the country and keeping food inflation under control.
As Joint Secretary in the Ministry of Textiles initiated fiscal duty reforms for the Indian textile industry to make them competitive in the post MFA regime. The strategy outlined and implemented for the restructuring of the National Textile Corporation Ltd., turnedout to be a major success.
As Chairman , Spices Board of India, a large number of initiatives were taken which has paid rich dividends in subsequent years. During this period, worked very closely with International Trade Centre, Geneva in various activities.
Worked for 5 years in the Ministry of Urban Development of Government of India and initiated schemes for low cost housing, rural and urban drinking water supply and sanitation. Many of the initiatives started during that period continue in the Policy Frame Work of Government of India.
Has also held important assignments like Additional Chief Secretary and Development Commissioner, Government of Jharkhand, Regional Development Commissioner, Jharkhand, Secretary, Industries, and Secretary Mines, Government of Bihar in the State.
In his career spanning over 7 years as Sub-divisional and District Magistrate in Bihar managed among other things flood relief, drought relief and operations concerning the safety of mines.
Worked as Secretary General of International Jute Study Group (UNCTAD) for 3 years thereby covering International experience in Trade Policy and negotiations. Has served on various Commitees of FAO , WFP and Common Fund for Commodoties.
Served as a Member of the Prime Minister’s “Expert Group on Employment in J & K”. Serves on many Committees appointed by the Planning Commission.
